New Delhi: Union Health Minister Dr Harsh Vardhan resigned from the ministry amid a reshuffle in Prime Minister Narendra Modi’s cabinet.

This was his second stint at the health ministry, having been moved out suddenly in October 2014 in a reshuffle during Narendra Modi’s first term as prime minister. He returned in 2019, but his stewardship in the last one and half years, through the pandemic, has been repeatedly criticised.

Whether he will stay on as the science and technology minister is not immediately clear. Meanwhile, Ashwini Choubey, the minister of state, could also be dropped.

Harsh Vardhan’s departure is being seen as the first sign of the central government fixing accountability for India’s disastrous second Covid-19 wave. In his capacity as health minister, he had chaired the Group of Ministers (GoM) on Covid-19, but was conspicuously missing in action at critical times.

Around July last year, Harsh Vardhan had also started a weekly online interaction called ‘Sunday Samvad’, along the lines of PM Modi’s monthly ‘Mann ki Baat’. This reportedly did not go down well in the highest echelons of the government, and he was forced to discontinue it.

An MP from Chandi Chowk in Delhi, Dr Harsh Vardhan is an ENT surgeon who was lauded for his role in launching the pulse polio programme in Delhi in 1994. His domain knowledge made him an ideal choice for the health ministry but the general perception since has been that he has played a largely passive role during the pandemic.

న్యూఢిల్లీ : మంత్రివర్గ పునర్వ్యవస్థీకరణ నేపథ్యంలో కేంద్ర ఆరోగ్య శాఖ మంత్రి డాక్టర్ హర్షవర్ధన్ రాజీనామా చేశారు. మొత్తం మీద ఏడుగురు మంత్రులు తమ పదవులకు రాజీనామా చేశారు. సదానంద గౌడ, దేబశ్రీ చౌదరి, రావ్ సాహెబ్ పాటిల్, సంజయ్ ధోత్రే, సంతోష్ గంగ్వార్,  రమేశ్ పోఖ్రియాల్ నిశాంక్ రాజీనామా చేసినవారిలో ఉన్నారు. 

అన్ని వర్గాలకు సమతూకం పాటిస్తూ మంత్రివర్గాన్ని ఏర్పాటు చేసేందుకు ప్రధాన మంత్రి నరేంద్ర మోదీ ప్రయత్నిస్తున్నట్లు బీజేపీ వర్గాలు చెప్తున్నాయి. కొత్త మంత్రివర్గంలో 13 మంది న్యాయవాదులు, 6గురు వైద్యులు, 5 గురు ఇంజనీర్లు ఉండబోతున్నట్లు తెలుస్తోంది. పీహెచ్‌డీ, ఎంబీఏ వంటి ఉన్నత విద్యావంతులకు మోదీ ప్రాధాన్యమిచ్చినట్లు తెలుస్తోంది. ముగ్గురు ఎస్టీలు, ఇద్దరు ఎస్సీలకు కేబినెట్ హోదా ఇవ్వబోతున్నట్లు సమాచారం. సహాయ మంత్రులు కిరణ్ రిజిజు, అనురాగ్ ఠాకూర్‌లకు పదోన్నతి లభిస్తుందని చెప్తున్నారు. 

ప్రస్తుతం సహాయ మంత్రులుగా ఉన్న ఏడుగురికి పదోన్నతి లభించే అవకాశం ఉందని జాతీయ మీడియా చెప్తోంది. తెలుగు తేజం జి కిషన్ రెడ్డి కూడా ఈ జాబితాలో ఉన్నారని చెప్తున్నారు. ఎన్డీయే కూటమిలోని అప్నాదళ్ (ఎస్) నేత అనుప్రియ పటేల్‌కు మంత్రి పదవి లభించబోతున్నట్లు తెలుస్తోంది. 

కొత్త మంత్రులు బుధవారం సాయంత్రం 6 గంటలకు ప్రమాణ స్వీకారం చేయనున్నట్లు అధికారిక ప్రకటన వెలువడింది.

 పాపాలన్నీ వైద్యుల మీదకే తోసేద్దామా!

వైద్యవిద్యపై ప్రభుత్వాలు ఎప్పుడైతే నిర్లక్ష్యం వహించాయో, అప్పుడే ప్రైవేటు వైద్యవిద్యాసంస్థల నిర్వాహకులు తమ దోపిడీని నిర్లజ్జగా కొనసాగించటం మొదలుపెట్టారు. కోట్లు ఖర్చుపెట్టి చదువు‘కొన్న’ ఓ వైద్యవిద్యార్థి తన ఖర్చును రాబడిగా మార్చుకోకుండా ఎలా ఉండగలడు? నైతికతను కోల్పోయిన ప్రభుత్వ పెద్దలు ఎలా వీరిని కట్టడి చెయ్యగలరు? ప్రైవేటు వైద్యవిద్య పైన, ప్రైవేటు వైద్యరంగం పైన ప్రభుత్వం తన నియంత్రణ వదిలేయడంతో వైద్యవృత్తితో సంబంధంలేని పెట్టుబడిదారులు, రాజకీయనాయకులు చేతులు కలిపి ఆసుపత్రులను నిర్వహించటం మొదలెట్టారు. ఇలాంటి ఆసుపత్రుల నిర్వాహకులకు లాభార్జన, శ్రమ దోపిడీ తప్ప మరేదీ పట్టదు. ఫలితంగా ప్రజలే కాదు, అటువంటి ఆసుపత్రుల్లో పనిచేస్తున్న వైద్యులు, మిగిలిన సిబ్బందితో సహా అంతా దోపిడీకి గురవుతున్నారు. ప్రజలను దోచుకుంటున్నది బడా పెట్టుబడిదారులే అయినప్పటికీ, సామాన్య జనం మాత్రం ఎదురుగా కనబడే వైద్యులనే తప్పుబడుతున్నారు, వారిపై దాడులు పెరుగుతున్నాయి. కరోనా మహమ్మారి సమాజంపై దాడి చేసిన తొలినాళ్ళల్లో ప్రైవేటు వైద్యరంగమంతా ఎక్కడో దాక్కుంది. అత్యవసర పరిస్థితుల్లో బాధ్యత విస్మరించిన ప్రైవేటు రంగాన్ని అదుపులోకి తెచ్చుకునేందుకు కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ప్రయత్నించలేదు. ప్రైవేటు ఆసుపత్రులని ప్రభుత్వాలు స్వాధీనంలోకి తీసుకొని దేశ పౌరులందరికీ వాటిద్వారా సేవలు అందించి ఉంటే ఇంత అపార ప్రాణ నష్టం జరిగేది కాదు. కనీసం సెకండ్ వేవ్‌ సందర్భంలోనైనా ప్రభుత్వాలు ఈ పని చేయలేదు. 

ప్రైవేటు వైద్యరంగం కొవిడ్ చికిత్స బాధ్యత నుంచి తప్పుకున్న తొలిదశలో ఆ భారమంతా ప్రభుత్వ వైద్యరంగంపైన పడింది. ముక్కుతూ మూలుగుతూ అరకొర సౌకర్యాలతో నడుస్తున్న ఆయా ఆసుపత్రులను నెట్టుకొస్తున్న వైద్యులు, సహాయ సిబ్బంది ఆ భారాన్నంతా భుజానికెత్తుకొని అవిశ్రాంతంగా, అత్యంత భయానక పరిస్థితుల మధ్య ప్రాణాల్ని సైతం పణంగా పెట్టి పనిచేశారు. ఈ మహా క్రతువులో వైద్యులు, నర్సులు వందలాదిగా చనిపోయారు. స్వల్పవిరామం తరువాత విరుచుకుపడిన సెకండ్‌ వేవ్ కొత్త అవసరాల్ని తెరపైకి తెచ్చింది. తగినన్ని బెడ్లను సమకూర్చడంలో గానీ, తగినంత ఆక్సిజన్‌ను అందుబాటులో ఉంచటంలో గానీ, వైరస్‌ కొత్త రూపాలకు తగిన వైద్యాన్ని సూచించటంలో గానీ, కేంద్ర రాష్ట్ర ప్రభుత్వాలు సిద్ధంగా లేకపోవడంతో ప్రభుత్వరంగ వైద్యులు అపార ప్రాణ నష్టాన్ని నిలువరించలేకపోయారు. ప్రపంచ ఆరోగ్య సంస్థ, భారతీయ వైద్య పరిశోధన సంస్థలు కొవిడ్ లక్షణాల ఉపశమనానికి ఉద్దేశించిన కొన్ని ఔషధాలను ఎప్పటికప్పుడు సూచిస్తూండటంతో ఇదే అదనుగా ప్రైవేటు వైద్యరంగం రంగంలోకి దిగింది. ఔషధమే లేని వైద్యాన్ని లాభసాటి వ్యాపారంగా మార్చింది. కొవిడ్ చికిత్సలో అనుభవం ఉన్నా, లేకున్నా చాలా ప్రైవేటు ఆసుపత్రులు రెండవ వేవ్ నాటికి చికిత్స మొదలెట్టాయి. అర్హతగల ఆసుపత్రులను గుర్తించడంలో రాష్ట్ర ప్రభుత్వాలు చొరవచూపకపోవడంతో చిన్నా చితకా ఆసుపత్రులు సైతం కొవిడ్ దుకాణాలు తెరిచాయి. నిజానికి, మొదటి వేవ్‌లో ప్రైవేటు వైద్యులు అత్యధికకాలం చికిత్సకు దూరంగా ఉన్నందున ఈ వ్యాధిపై ప్రభుత్వ వైద్యులకు చిక్కినంత నైపుణ్యం ప్రైవేటు వైద్యుల దగ్గర లేదు. ప్రైవేటు ఆసుపత్రుల్లో అధికం వైద్యవృత్తితో సంబంధం లేని వారి యాజమాన్యంలో నిర్వహించబడేవే. ఫలితంగా రోగులు ఎంత ధనాన్ని కుమ్మరించినా ప్రాణాల్ని దక్కించుకోలేకపోయారు. ఈ ప్రక్రియలో జీతగాళ్లుగా పనిజేసే ప్రైవేటు వైద్యులకూ నష్టం వాటిల్లింది. ప్రజల ఉక్రోషం వైద్యులపై దాడులుగా రూపాంతరం చెందింది. 

ఇప్పటికైనా ప్రభుత్వాలు ప్రజాశ్రేయస్సును దృష్టిలో ఉంచుకోవాలి. వైద్యరంగానికి ఉపకరించే యంత్ర సామగ్రిపై కేంద్ర ప్రభుత్వం సబ్సిడీలు ఇవ్వాలి. ఔషధ కంపెనీలపై, అవి విధించే రేట్లపైన నియంత్రణ ఉండాలి. ప్రాణ రక్షణ మందులకు సబ్సిడీలు ఇవ్వాలి. ప్రైవేటు ఆస్పత్రులపై ప్రభుత్వ అదుపును, నిఘాను పెంచాలి. వైద్యేతర రంగాలకు చెందిన వ్యక్తులు వైద్యవిద్యాసంస్థలను నిర్వహించేందుకు అనుమతించకూడదు. వైద్యవిద్యను కాలానుగుణంగా ఆధునికీకరించాలి. హోమియో, ఆయుర్వేద, యునాని వంటి ప్రత్యామ్నాయ వైద్య విధానాలను ప్రోత్సహించాలి. ప్రైవేటు ఆసుపత్రుల ఫీజులను, డయాగ్నోస్టిక్ సెంటర్లు వసూలు చేస్తున్న చార్జీలను ప్రభుత్వమే నిర్ణయించి, ఉల్లంఘించిన వారిపై చర్యలు తీసుకోవాలి. ప్రభుత్వరంగ వైద్యాన్ని బలోపేతం చేయాలి. గ్రామీణ పట్టణ వైద్యాలయాలుగా కొనసాగుతున్న ఆరోగ్య కేంద్రాల్లో వైద్యులను, వైద్య సిబ్బందిని విరివిగా నియమించాలి. ఆయా వైద్యకేంద్రాల్లో అవస్థాపన, ఔషధ, యంత్ర సౌకర్యాలు కల్పించాలి. కేంద్ర, రాష్ట్ర ప్రభుత్వాలు చొరవ తీసుకొని సాధ్యమైనంత త్వరగా వైద్యుల సంఖ్యను పెంచాలి. ప్రతి వెయ్యి మంది పౌరులకు ఒక వైద్యుడిని తయారు చేసేటట్టుగా వైద్యవిద్యాలయాలు పెరగాలి. మన దేశంలో ఇప్పుడు ప్రతి 1500 మంది పౌరులకు ఒక వైద్యుడు ఉన్నారు. దాదాపు నాలుగు లక్షల మంది వైద్యుల కొరత ఉంది. ఇప్పుడున్న వైద్యులు 40శాతం అదనపు భారాన్ని మోస్తున్నారు. నష్ట నివారణ చర్యలు వెంటనే చేపట్టకుంటే ప్రజారోగ్య వ్యవస్థ కుప్పకూలిపోయే ప్రమాదముంది.

కేంద్ర ప్రభుత్వం కోవిడ్‌ 19 ప్రభావిత రంగాల ఉద్ధరణ కోసం మరో దఫా ఆర్థిక ప్యాకేజి ప్రకటించింది. ఆర్థిక మంత్రి మాటల్లో ఈ ప్యాకేజీ విలువ 6,29,000 కోట్ల రూపాయలు. ఇందులో రుణహామీ పద్దు కింద 1,10,000 కోట్లు, అత్యవసర రుణహామీ పద్ద్దు కింద 150000 కోట్లు, విద్యుత్‌ డిస్కంల నష్టాలు పూడ్చేందుకు 93631 కోట్లు, ఆహార భద్రత పద్దు కింద 93869 కోట్లు, ఎగమతుల బీమా కోసం 88000 కోట్లు, ప్రాజెక్టు ఉత్పత్తుల ఎగుమతి కోసం 33000 కోట్లు, ఎరువుల సబ్సిడీ కింద 14775 కోట్లు, ఆరోగ్యబీమా పథకం కింద 15000 కోట్లు, గ్రామీణ ప్రాంతాలకు బ్రాడ్‌బాండ్‌ సేవల విస్తరణ కోసం 19041 కోట్లు, సూక్ష్మరుణ సంస్థలకు బ్యాంకులు ఇచ్చే రుణాలకు ప్రభుత్వం హామీ ఉండేందుకు 7500 కోట్లు, పర్యాటక రంగాన్ని ప్రోత్సహించే ఉచిత వీసా పథకానికి వంద కోట్లు, ఈశాన్య భారత వ్యవసాయోత్పత్తుల మార్కెటింగ్‌ కోసం 77 కోట్లు వెచ్చించనున్నట్లు ఆర్థిక మంత్రి ప్రకటించారు.

      కోవిడ్‌ రెండో ఉప్పెన ప్రభావం నుండి ఆర్థిక వ్యవస్థను గట్టెక్కించంలో ఈ ప్యాకేజి కీలక పాత్ర పోషిస్తుందన్నది అమాత్యుల సందేశం. పై పద్దులు మరింత లోతుగా పరిశీలించి అర్థం చేసుకోవాల్సిన అవసరం ఉంది. ఈ వివరాలన్నింటినీ జాగ్రత్తగా పరిశీలిస్తే ఒక్క ఆహార భద్రత పథకం కింద వెచ్చించే 93869 కోట్లు మినహా నేరుగా ప్రజలకు లబ్ది కలిగే ఖర్చు ఒక్కటీ లేదు.

       గత సంవత్సరం ఆహార భద్రత పథకం కింద దాదాపు ఏడాదిపొడవునా కుటుంబానికి నెలకు ఐదు కిలోల చొప్పున ఆహార ధాన్యాలు ఉచితంగా సరఫరా చేసినందుకు గాను సుమారు ఐదున్నర లక్షల కోట్లు ఖర్చయినట్టు కేంద్రం 2021-22 బడ్జెట్‌లో వెల్లడించింది. ఈ సంవత్సరం మే నుంచి నవంబరు వరకూ ఈ పథకాన్ని కొనసాగించనున్నట్లు ప్రధాని రెండు వారాల క్రితం జాతినుద్దేశించి చేసిన ప్రసంగంలో చెప్పారు. అంటే సుమారు ఎనిమిది నెల్లపాటు దేశవ్యాప్తంగా పోయిన ఏడాది తరహాలోనే ఉచిత ఆహార ధాన్యాలు సరఫరా చేసేందుకు సుమారు లక్ష కోట్లు ఖర్చుచేయనున్నట్లు ఆర్థిక మంత్రి ప్రకటించారు. ఆర్థిక మంత్రి జూన్‌ 28 నాటి విలేకరుల సమావేశంలో వెల్లడించిన లెక్కలే వాస్తవమైతే ఎనిమిది నెల్ల కాలానికి లక్ష కోట్లు ఉచిత ఆహార సరఫరాకు ఖర్చయ్యే అంచనా ప్రకారం 12నెలలకు మహా అయితే మరో 50 వేల కోట్లు మాత్రమే ఖర్చు అవుతాయి. ఈ అంచనా ప్రకారం పరిశీలిస్తే గత ఏడాది ఉచిత ఆహారధాన్యాల సరఫరా కోసం ఐదున్నర లక్షల కోట్ల రూపాయలు వెచ్చించామన్న బడ్జెట్‌ లెక్కలు తప్పుడు లెక్కలేనని భావించాలి. అలాకాకుండా ఇప్పుడు చెప్పిన బడ్జెట్‌ లెక్కలే సరైనవని భావించే పక్షంలో ఈ ఏడాది ఈ పథకం ద్వారా లబ్దిపొందే అర్హుల సంఖ్యలో దాదాపు 60శాతానికి పైగా కోత విధిస్తే తప్ప ఈ మొత్తంతో ఆహారధాన్యాలు సరపఫరా చేయటం సాధ్యం కాదు.

ప్యాకేజీలో దాదాపు మూడున్నర లక్షల కోట్ల రూపాయలు వివిధ పరిశ్రమలకు బ్యాంకులు ఇచ్చే రుణాలు మాత్రమే. ఈ రుణాలకు ప్రభుత్వం తరపున గ్యారంటీ ఉంటామన్నది ఈ పాకేజి సారాంశం. సూక్ష్మ రుణ సంస్థలు బ్యాంకుల వద్ద తీసుకునే రుణాలకు కూడా ప్రభుత్వం హామీ ఉంటామని ప్రకటించింది. అంటే బ్యాంకు వద్ద రుణం తీసుకుని ఈ సంస్థలు చెల్లించలేకపోతే ఆయా బ్యాంకులకు ప్రభుత్వమే జమ చేయాల్సి ఉంటుంది. దీని కోసం జాతీయ రుణ హామీ ట్రస్టీ కంపెనీని కూడా ఏర్పాటు చేసింది. ప్రభుత్వం ప్రయివేటు కంపెనీలకు సహాయం చేయదల్చుకుంటే ఇప్పటి వరకూ వడ్డీ రేట్లు తగ్గించే విధానమే అమల్లో ఉంది తప్ప ఈ విధంగా తీసుకున్న అప్పుకు వకాల్తా పుచ్చుకుని హామీగా నిలిచిన సందర్భాలు లేవు. ఇప్పటి వరకూ అమల్లో ఉన్న పారుబకాయిల పద్ధతికి ప్రభుత్వం కొత్త నిర్వచనం చెప్తున్నట్టుగా ఉంది. ఈ పద్ధతి అమెరికాలో సబ్‌ ప్రైమ్‌ సంక్షోభానికి దారి తీసిన విధాన నిర్ణయాలను గుర్తు చేస్తోంది.

       ఇక్కడ ఖర్చవుద్దో లేదో తెలీని పద్దులు కూడా ఈ ప్యాకేజిలో ప్రకటించటం బీజేపీ ప్రభుత్వం ప్రత్యేకతగా కనిపిస్తుంది. అటువంటి వాటిలో ఒకటి అంతర్జాతీయంగా ఎగుమతి చేసే కంపెనీలకు ఇన్సూరెన్స్‌ చెల్లించేందుకు 88 వేల కోట్ల రూపాయలు కేటాయించింది. ఇప్పటికే వాణిజ్య మంత్రిత్వ శాఖ ద్వారా వివిధ రకాల ఎగుమతి ప్రోత్సహకాలు అమలు జరుగుతున్నాయి. అవే కంపెనీలు ఎగుమతి చేసే ఉత్పత్తుల ప్రమాదబీమాకు కూడా ప్రభుత్వమే భరోసాగా నిలిచేందుకు ముందుకొచ్చింది. ఈ పథకం వలన అదనంగా ఎగుమతిదారులు తెరమీదకు రావచ్చేమో కానీ అదనంగా ఉపాధి కల్పించే వస్తూత్పత్తి రంగానికి కలిగే ప్రయోజనం దాదాపు ఉండదనే చెప్పాలి.

      మరో కీలకమైన పద్దు ఎరువుల సబ్సిడీ. బడ్జెట్‌లో కేటాయించిన దానికంటే అదనంగా సుమారు 15వేల కోట్ల రూపాయలు వెచ్చించనున్నట్టు ప్రభుత్వం ప్రకటించింది. ఈ ఎరువుల సబ్సిడీ వలన రైతాంగానికి మేలు జరుగుతుందా లేక ఎరువులు, పురుగుమందులు తయారు చేసే కంపెనీలకు మేలు జరుగుతుందా అన్న బ్రహ్మముడి అలానే మిగిలి ఉంది. రైతుల పేరు మీద ఏటా లక్షల కోట్ల రూపాయలు బడ్జెట్‌ పత్రాల్లో కనిపిస్తున్నా వ్యవసాయం దివాళా తీయటం, కూలీలు ఉపాధి కోల్పోవటం, రైతాంగం ఆత్మహత్యలు చేసుకోవటం మాత్రం కొనసాగుతూనే ఉన్నాయి. ఈ చర్చ ఒక ఎత్తు. ఇప్పుడున్న అంశం మరో ఎత్తు. అదనంగా వెచ్చించబోయే సబ్సిడీ కింద ఖర్చుచేసే సొమ్ము ఇప్పుడున్న సబ్సిడీ మోతాదు పెంచటం ద్వారా ఖర్చు చేస్తారా లేక దేశంలో వ్యవసాయం చేసే విస్తీర్ణం పెరుగింది కాబట్టి అదనంగా ఎరువులు పురుగుమందులు వినియోగం పెరగనున్న దృష్ట్యా ఈ పద్దు కింద ఖర్చు పెంచారా అన్నది ఆర్థిక మంత్రి మాటల్లో కానీ, ఆర్థిక శాఖ విడుదల చేసిన ప్రకటనలో కానీ స్పష్టత లేదు. ఇక్కడ ఓ హెచ్చరికను గుర్తు పెట్టుకోవాలి. గత సంవత్సరం బలవంతంగా ఆమోదించిన రైతు చట్టాలతో వ్యవసాయ రంగంలోకి కార్పొరేట్‌ శక్తుల ప్రవేశానికి తలుపులు తెరుచుకుంటున్నాయి. దేశవ్యాప్తంగా లక్షల కోట్ల రూపాయల ఖర్చు పెట్టి గోదాముల నిర్మాణం జరుగుతోంది. లక్షల ఎకరాలు కార్పొరేట్‌ కాంట్రాక్ట్‌ సాగుకిందకు మళ్లుతున్నాయి. ఈ పరిస్థితుల్లో పెరుగుతున్న వ్యవసాయక సబ్సిడీల ఆంతర్యం ఏమిటన్నది ప్రశ్నకు పాలకులు సమాధానం చెప్పాలి. రైతు సబ్సిడీ పేరుతో జరుగుతున్న కపటనాటకాన్ని ప్రజలు అర్థం చేసుకోవాలి.

       ఆర్థిక మంత్రి ప్రకటించిన ప్యాకేజీలో మరో కీలకమైన పద్దు విద్యుత్‌ రంగానికి సంబంధించిన పద్దు. ఈ పద్దు కింద 93631 కోట్లు వెచ్చించనున్నట్లు వెల్లడించారు. ప్రధానంగా ఈ మొత్తాన్ని విద్యుత్‌ పంపిణీ రంగంలో ఉన్న కంపెనీల నష్టాలు పూడ్చటానికి ఖర్చుపెట్టనున్నారు. అది కూడా ఓ షరతు మీదమాత్రమే. ఈ ప్యాకేజి నుంచి ప్రయోజనం పొందాలనుకుంటున్న రాష్ట్రాలు ఆయా రాష్ట్రాల్లోని విద్యుత్‌ పంపిణీ ప్రయివేటీకరణలో ఉన్న చివరి దశ సంస్కరణలు కూడా అమలు చేయాలన్న షరతు అంగీకరించి అమలు చేస్తేనే ఈ నిధులు రాష్ట్రాలకు అందుతాయి. ఇప్పటికే దాదాపు దేశవ్యాప్తంగా విద్యుత్‌ ఉత్పత్తి ప్రయివేటీకరించబడింది. పంపిణీ రంగాన్ని ప్రస్తుతానికి ప్రభుత్వం ఆధ్వర్యంలోనే నిర్వహిస్తున్నా నిర్వహిస్తున్న తీరు మాత్రం దాదాపు ప్రయివేటు వ్యవహారంలాగానే మార్చేశారు. వినియోగదారుల హక్కుల మొదలు ఉద్యోగుల హక్కుల వరకూ దేనికీ గ్యారంటీ లేని దుస్థితి కళ్లముందున్నది. ఎప్పుడు ఎందుకు ఏ సర్‌చార్జి పెరుగుతుందో తెలీని అయోమయస్థితిలో విద్యుత్‌ వినియోగదారులున్నారు. ప్రభుత్వం తాజాగా ప్రకటించిన ప్యాకేజీ కారణంగా ఈ కొద్దిపాటి తెర కూడా తొలగించిన విద్యుత్‌ పంపిణీ రంగాన్ని జిల్లాల వారీగా చిన్న చిన్న ముక్కలుగా విడగొట్టి ప్రయివేటురంగానికి అమ్మేయాలన్న షరతు రాష్ట్ర విద్యుత్‌ రంగాలపై కత్తిలా వేళాడనుంది. కేరళ వంటి ప్రభుత్వాలు ఈ షరతును అంగీకరించకపోతే కేంద్రం నుండి రావల్సిన నిధులు నిలిచిపోతాయి. రాష్ట్ర ఆర్థిక వ్యవస్థ సంక్షోభానికి గురవుతుంది. పౌరసేవలకు అంతరాయం కలుగుతుంది. గత దశాబ్దానికి పైగా విద్యుత్‌ రంగంలో అమలు జరుగుతున్న సంస్కరణలు ఈ విచ్ఛినకర విషయవలయం చుట్టూనే తిరుగుతున్నాయి. తాజా ప్యాకేజితో ఈ విషవలయాన్ని గుక్కతిప్పుకోలేనంత వేగంగా అమలులోకి తేవడానికి కేంద్రం సిద్ధమైంది.

      చివరిగా వైద్యరంగానికి సంబంధించిన కేటాయింపులు. సార్వత్రిక ఉచిత టీకా కార్యక్రమానికి కావల్సిన నిధులు కేటాయించటానికి బదులు కేంద్రం ప్రయివేటు కార్పొరేట్‌ ఆసుపత్రులు తీసుకునే బ్యాంకు రుణాల నిమిత్తం 55వేల కోట్ల రూపాయలు ఖర్చు చేయాలని నిర్ణయించింది. ఇంతకన్నా దుర్మార్గమైన విధానం ఏముంటుంది? కోవిడ్‌ రెండో ఉప్పెన ప్రభుత్వ వైద్యసేవల ప్రాధాన్యతను మరోసారి దేశం ముందు చర్చకు పెట్టింది. గత ఏడాది కంటే ఈ సారి ప్రభుత్వ ఆసుపత్రుల్లో కోవిడ్‌ చికిత్సలు పొందిన వారి సంఖ్య గణనీయంగా పెరిగింది. ఈ పరిస్థితుల్లో ప్రభుత్వ వైద్య సదుపాయాల విస్తరణ కోసం నిధులు వెచ్చించాల్సిన కేంద్రం, ప్రభుత్వ వైద్యరంగాన్ని నిర్లక్ష్యం చేసి కార్పొరేట్‌ వైద్య రంగాన్ని విస్తరింపచేసేందుకు ఖర్చుచేయబూనుకోవటం అమానుషం. తాజా ప్యాకేజీ లోతులు పరిశీలించినప్పుడు కోవిడ్‌ సహాయ పథకాల పేరుతో పెండింగ్‌లో ఉన్న ప్రయివేటీకరణ సంస్కరణలను పూర్తి చేసుకునేందుకు ప్రభుత్వం నడుం కట్టిందన్నది స్ఫష్టమవుతోంది.

It is important to bring politics to an end vis-a-vis the vaccination process in order to ensure that people across the country gain from it, BSP Supremo Mayawati said on Tuesday.

There have been enough politics, controversy and allegations regarding the manufacture of vaccines and people have borne the brunt of it, she said in a tweet.

But now it's important to put an end to controversy and make an all-round effort into providing its benefit to all, she added.

In a related tweet, she said that vaccination was necessary with proper support and encouragement to scientists and other experts.

She demanded from the central and all the state governments to strengthen the basic health services.

LUCKNOW: BSP president Mayawati on Wednesday termed as a "proper initiative" the meeting convened by Prime Minister Narendra Modi on Kashmir, and hoped that it would prove helpful in taking some concrete decisions.

Fourteen leaders from Jammu and Kashmir have been invited to the meeting to be chaired by the prime minister on Thursday to discuss the future course of action for the union territory.

In a tweet in Hindi, the BSP president said, “The meeting of 14 leaders of Jammu and Kashmir at the level of PM Narendra Modi on June 24 is a proper initiative. Hope this meeting, which comes after a gap of about two years, will prove fruitful in taking some concrete decisions and will also be helpful on (issues like) restoration of statehood of Jammu and Kashmir etc.”

"At the same time, the early completion of delimitation of Jammu and Kashmir Assembly seats and general elections are such issues on which the eyes of the country are focussed.

The Centre should intensify efforts to restore the situation in Jammu and Kashmir at the earliest as per its promise and claim," she said in another tweet.

The meeting is the first such exercise since the Centre announced the abrogation of Jammu and Kashmir's special status under Article 370 of the Constitution and its bifurcation into union territories on August 5, 2019.

नई दिल्ली: बसपा सुप्रीमो मायावती ने जम्मू-कश्मीर को लेकर प्रधानमंत्री नरेंद्र मोदी की पहल की तारीफ की है. मायावती ने गुरुवार को प्रधानमंत्री नरेंद्र मोदी के साथ जम्मू कश्मीर के नेताओं की होने वाली बैठक का स्वागत किया. 

साथ ही उन्होंने उम्मीद जताई कि इस बैठक में जम्मू-कश्मीर को पूर्ण राज्य का दर्जा दिए जाने को लेकर कुछ ठोस पहल की जाएगी.

बसपा अध्यक्ष मायावती ने ट्वीट किया, 'सीधे पीएम श्री नरेंद्र मोदी के स्तर पर जम्मू-कश्मीर के संबंध में वहां के 14 लीडरों की कल 24 जून की बैठक उचित पहल. करीब दो वर्ष के अंतराल के बाद की यह बैठक कुछ ठोस फैसलों के साथ सार्थक सिद्ध होगी व जम्मू-कश्मीर राज्य की पुनः बहाली आदि के लिए भी मददगार साबित होगी, ऐसी आशा.'

Kolkata: Amid rising criticism against the BJP over proposals by two of its MP for creating a union territory and a state by carving out parts of West Bengal, the party's leadership on Tuesday cautioned leaders against violating the party line, which is against any division of the state.

The development comes days after BJP MP from Alipurduar John Barla and Bishnupur MP Saumitra Khan stoked a controversy by demanding a Union Territory for north Bengal districts and a separate state comprising the Junglemahal region and other areas of south Bengal respectively.

"Some of our leaders have made certain comments in their personal capacity. It has nothing to do with our party line or opinion, which is against any form of division of Bengal. Everybody has to toe the party line as a loyal soldier. The violation of party line won't be tolerated," BJP state president Dilip Ghosh said.

Within hours of Mr Ghosh's statement, Mr Khan said that he has made those comments in his personal capacity. "I sought a separate state for the Junglemahal area as it is the demand of the locals. There has been no development in the region. My comments are not the view of the party," Mr Khan said.

Mr Barla is yet to react to Mr Ghosh's statement.

Ruling Trinamool Congress spokesperson Sougata Ray sought to know why the BJP is not expelling Mr Barla and Mr Khan for violating the party line.

"If the BJP does not endorse the statements of its MPs, why is it not expelling them? The party is planning to create unrest in the state," the senior TMC MP said.

New Delhi: Yoga teacher Ramdev -- who infuriated doctors across the country with his disparaging remarks on allopathic medicine – has approached the Supreme Court seeking a freeze on the police cases against him over the issue. He has also asked that the First Information Reports filed across the country be clubbed together and transferred to Delhi.

Last month, as the second wave of Covid ripped through the country killing thousands, Ramdev stirred a controversy with his remarks on the efficacy of allopathic drugs against the virus.

In a widely shared video, he was heard saying, "Lakhs of people have died because of allopathic medicines, far more than those who died because they did not get treatment or oxygen."

He even purportedly called allopathy a "stupid and bankrupt" science, offending the whole medical fraternity.

Later, challenging calls for his arrest, said, "even their baap (father) cannot arrest Swami Ramdev". His firm, Patanjali, said it would give a "befitting reply" to any defamation notice.

Various units of the Indian Medical Association filed complaints against him with the police, based on which multiple cases were lodged. The association, which had sought an apology within 15 days, later sued him for defamation and demanded a compensation of ₹ 1,000 crore.

New Delhi: Yoga guru Ramdev, the face of one of India's biggest consumer goods and alternative medicine empires, on Sunday said he was "withdrawing" remarks in which he ostensibly said more people died of modern medical treatments during the COVID-19 crisis than the coronavirus itself following a massive controversy.

"Received your letter Dr Harsh Vardhan. In that context and to end the whole controversy over the conflict of different treatments with regrets, I am withdrawing my statement," he tweeted, hours after Union Health Minister Harsh Vardhan asked him to rescind the remarks.

However, just eight minutes later, he also retweeted a post by a Twitter user that said: "Yoga and Ayurveda give us compete health. Modern medical science has limitations. It only gives symptomatic treatment whereas Yoga and Ayurveda gives systemic treatment."

In a two-page letter in Hindi, Dr Vardhan had written to him, "The people of the country are very hurt with your remark on allopathic medicines. I have already told about this feeling over phone. Doctors and health workers are like gods for the people of the country for whom they are fighting against the coronavirus risking their lives."

"You have not only insulted Corona warriors, but have hurt the feelings of the people of the country. Your clarification yesterday is not enough to make up for it... I hope you will think hard on it and withdraw your statements completely," he added.

Ramdev had drawn outrage and a legal notice from the the Indian Medical Association (IMA), demanding a written apology for the statement that it said damaged the reputation of practitioners of allopathy and modern medicine when they are striving to save lives during the pandemic.

In a video that was widely shared on social media, Ramdev was heard saying at a recent event, "Lakhs of people have died because of allopathic medicines, far more than those who died because they did not get treatment or oxygen." He also purportedly called allopathy a "stupid and bankrupt" science.

NDTV cannot independently verify the authenticity of the video.

Facing a backlash over the comments, Ramdev's Patanjali group initially said the video had been edited and the statement "taken out of context". The 55-year-old saffron-robed producer of Ayurvedic products had "no ill-will against modern science and good practitioners of modern medicine", it said.

"It is necessary to mention that the event was a private event and Swami jee (Ramdev) was reading out a forwarded WhatsApp message received by him and various other members who were participating in the event... what is being attributed against him is false and nugatory," it said.

Patanjali, based in Uttarakhand's Haridwar, added Ramdev "believes that allopathy is a progressive science; and a combination of allopathy, Ayurveda and yoga will be beneficial to everyone during such difficult times."

Besides the Indian Medical Association (IMA), which represents 3.5 lakh doctors, the Federation of All India Medical Association (FAIMA) too served a legal notice to Ramdev, condemning the "baseless and unscrupulous claims made for cheap publicity".

The IMA, earlier in a media statement, had said the Union Health Ministry should take action and prosecute Ramdev under the Epidemic Diseases Act as he had misled people by making "unlearned" statements and defamed scientific medicine.

It also claimed that Ramdev had called doctors "murderers" in front of the Health Minister - a doctor himself - during the "release of his wonder drugs".

With close ties to the ruling BJP government, Ramdev has courted controversy during the pandemic earlier as well. Flanked by Health Minister Harsh Vardhan and his colleague Nitin Gadkari, Ramdev had launched what he called the "first evidence-based medicine for COVID-19" in February.

The World Health Organisation had to issue a clarification saying it had "not reviewed or certified the effectiveness of any traditional medicine for the treatment COVID-19" after Ramdev said his medicine called Coronil had been cleared by the agency.

Ramdev's latest row erupted on a day when the IMA said as many as 420 doctors had died battling the second wave of the coronavirus pandemic, making a grim total of over 1,200 since the beginning of the crisis last year.

The Indian Medical Association (IMA) has urged authorities to take action against Ram Kishan Yadav, or ‘Baba Ramdev’, for “spreading hatred and misinformation regarding science” after the ‘baba’ called allopathy a “stupid and bankrupt science” that had caused the deaths of “lakhs” of COVID-19 patients in the country.

Addressing a group of followers recently, Ramdev claimed that more people in India have died of allopathic intervention than have died due to lack of hospital beds and oxygen.

“Allopathy is such a stupid and bankrupt science… first chloroquine failed, then Remdesivir failed, then their antibiotics failed, then their steroids failed, now a ban has been imposed on plasma therapy, now they are prescribing Fabiflu, which too has failed,” Ramdev said.

Ramdev then says “some people could raise a controversy over what I am going to say”, before blaming science-based modern medicine for the deaths of lakhs of people. “Lakhon logon kee maut kaa kaaran allopathy hai,” he says.

After the controversial video started making the rounds of social media, the IMA’s Dwarka Branch in Delhi issued a statement condemning Ramdev’s “derogatory words against allopathic science and medical doctors”.

“He [Ramdev] has belittled the sacrifice of more than 1,200 doctors who have laid down their lives in line of duty serving mankind during pandemic,” the statement read.

“Medical doctors are fighting as frontline soldiers and are leaving no stone unturned to help humankind to fight this COVID menace head-on, whereas this self-proclaimed businessman baba is spreading hatred and misinformation regarding science and also damaging crucial doctor-patient relationships.”

The statement added that if the authorities fail to take any action against Ramdev, “we may contemplate stopping work, as according to him we are causing deaths rather than saving lives”.

Last June Ramdev and his company Patanjali had launched Coronil – a herbal concoction – as part of a ‘Covid Kit’ and touted it as a cure for COVID-19.

A day after the launch, reports emerged that Patanjali’s claims of curing COVID were based on interim results from a study featuring just 45 patients. Maharashtra quickly banned the sale of Coronil, and in August the Madras High Court fined Patanjali Rs 10 lakh for “chasing profits” by claiming to have a cure for the disease.

Coronil was relaunched in February 2021 as a “supportive treatment” for COVID-19. Ramdev then claimed that the World Health Organization (WHO) had visited Patanjali and “given Coronil the licence that deems it eligible for sale in more than 150 countries” – a claim shot down by the WHO.

Patanjali’s CEO then clarified that Patanjali had simply received a good manufacturing practice certification from the Centre in accordance with WHO standards.

As many as 420 doctors in India have lost their lives due to the COVID-19 second wave that started around March-April, 2021, the Indian Medical Association (IMA) said on Saturday, May 22.

Releasing fresh figures on COVID-related fatalities among doctors, the pan-India voluntary organisation of modern medicine doctors stated the highest deaths have been reported from Delhi with 100 casualties, followed by Bihar (96), Uttar Pradesh (41), Gujarat (31), Andhra Pradesh (26), and Telangana (20).

According to the IMA COVID-19 registry, a total of 747 doctors had died due to COVID-19 during the first wave of the pandemic. The maximum fatalities were reported from Tamil Nadu (91) followed by Maharashtra (81), West Bengal (71), Andhra Pradesh (70), Karnataka (68), and Uttar Pradesh (65).

IMA President Dr. JA Jayalal had said earlier that the association maintains a registry-based only on the input of its various branches across the country.

"We do not want to release the name list as it is a sensitive matter," he said.

Asked as to how many of these doctors had been fully vaccinated, Dr. Jayalal said, "We are not confident about the vaccination status of all, but by the data we got, not (being) fully vaccinated is the main cause (of the deaths)."

He further stated that, on average, at least 20 doctors are dying per day due to COVID-19. These include doctors working in government facilities, private hospitals, and medical colleges.

"The second wave of the pandemic is turning out to be extremely fatal for all and especially those who are at the forefront of the fight against COVID-19," Jayalal had said.

CHENNAI: The Madras High Court has imposed a fine of Rs 10 lakh on Patanjali Ayurved for 'chasing profits' by claiming to have a cure for COVID-19. The court refused to vacate the interim stay restraining Patanjali from using the term Coronil to market its immunity booster tablets against COVID-19.

The injunction was granted by the Madras High Court on a trademark infringement suit filed by Chennai-based Arudra Engineers Private Limited, which was using the registered trademarks Coronil-213SPL and Coronil-92B for its industrial cleaning chemicals for nearly three decades.

In a 104-page order, Justice CV Karthikeyan observed, "Patanjali and Divya Yog Mandir Trust repeatedly projected that they are a Rs 10,000 crore company. However, they are still chasing

further profits by exploiting the fear and panic among the general public by projecting a cure for COVID-19 when in reality their Coronil tablet is not a cure but rather an immunity booster for cough, cold and fever.”

"A simple check with the trademark registry would have revealed that Coronil is a registered trademark. If they had done so and still with audacity used the name, then they deserve no consideration at all,” the judge said in his order.

The justice also observed, "They must realise that there are organisations which are helping the people in this critical period without seeking recognition and it would only be appropriate that they are made to pay costs to them."

The court directed the company to pay Rs 5 lakh each to Adyar Cancer Institute and Government Yoga and Naturopathy Medical College and Hospital.

“In both the organisations, treatments are afforded free of cost without any claim to either trademark, trade name, patent or design, but only with service as a moto,” the judge said and directed that the cost must be paid on or before August 21.
